(AP) Owensboro Mayor Jack Fisher has appointed the "think tank" of local bankers, businessmen and interested citizens to revive a deteriorating downtown Owensboro. The 14-member Downtown Owensboro Redevelopment Committee is chaired by Donald Neel, who also heads NOVA (New Owensboro Visions Association), an informal downtown revitalization group.

"The snowball is rolling. Within the next three to six months, you can put a gravestone on Second Street," said a member of a new downtown redevelopment panel at a recent informal meeting. That feeling follows an exodus of downtown realtors in recent months and by physical deterioration of the city's center, Fisher said. "I was in the (Memorial Day) parade and I got to counting the empty buildings down there. It really shakes you up when you see the businesses we've lost down there I know Nursing home named in suit A lawsuit seeking $360,000 in damages has been filed in McCracken Circuit Court against Medco Center of Paducah on behalf of one of the center's patients, Robert Anderson.

The complaint, which also lists Medco Centers, as a defendant, charges that on June 7 of last year the center was "negligently" operated so as to cause injury to Anderson. The suit does not elaborate on the incident, but states Anderson was in a "condition of physical helplessness" and his safety was endangered. Murlene Anderson, wife of the patient, seeks $185,000 on her own behalf and $175,000 in damages for her husband. The committee's major job will be to decide what to do and how, Fisher said. "I don't want to go downtown and spend federal dollars just to be spending. It's a shot in the dark.

We need to know what direction we are going." Albert Joslin, planning commission chairman, said, "We've got to see where we are going to jump." The committee will focus on a long-term solution rather than an immediate "spruce-up" effort, the mayor said. "There is no immediate cure It won't be accomplished while I'm mayor, but I'd like to get started," he said. Most of the committee met informally last week to discuss goals. They agreed the private sector, including downtown landowners and merchants, financial institutions and citizens will be the "prime movers" in any successful action. Five downtown retail establishments have closed in recent months.

A major new shopping plaza, Towne Square Mall, opened on the southern edge of Owensboro this spring. Both the mayor and planning director, Roger Anderson, emphasized that revitalization can mean more than increased retail activity. The concept of downtown has changed, Fisher said. "We're going to have financial institutions, government offices, business offices, small shops and restaurants. "The thing I feel the strongest about is the development of additional housing in the core area." he said.

Neel agreed: "The thing that ruined downtown is people moving out. What's going to bring it back is people moving back."
